AI Summary

This bill restricts the sale and use of neonicotinoid pesticides in Missouri. It defines neonicotinoid pesticides as those containing chemicals belonging to the neonicotinoid class, as determined by the Environmental Protection Agency. Beginning January 1, 2022, the bill prohibits the retail sale of neonicotinoid pesticides unless the seller also sells restricted-use pesticides, and prohibits the use of neonicotinoids except by certified applicators, farmers, and veterinarians. The bill also requires the state Department of Agriculture to develop a statewide managed pollinator protection plan and review the state's pesticide laws and regulations after the EPA completes its pollinator risk assessment of neonicotinoids. Violations of the bill's provisions are classified as a class A misdemeanor.
