This bill makes several changes to the transportation laws in Maine: 1. It revises the priority classifications and goals for the state's public highways, including maintaining at least 85% of Priority 1-3 highways in "Good" or better condition. It also requires the Department of Transportation (DOT) to report on the status of these goals every two years. 2. It authorizes the DOT Commissioner to convene a "rail corridor use advisory council" to advise on potential nonrail uses of state-owned rail corridors. It updates references to "capital" goals in the law governing the TransCap Trust Fund, which provides transportation capital investment, to "asset management" goals.
