This bill requires a minimum of 40% of funds received by the state under the federal Infrastructure Investment and Jobs Act (IIJA) and certain other federal funds to be allocated to projects that provide direct benefits to disadvantaged communities and disadvantaged unincorporated communities, and a minimum of an additional 10% to be allocated for projects that provide direct benefits to low-income households and low-income communities. The bill establishes the Justice40 Advisory Committee in the Strategic Growth Council to identify infrastructure deficiencies in disadvantaged communities and low-income communities, recommend projects for federal funding, and provide guidelines to state agencies on using federal funds to achieve better climate, labor, and equity outcomes. The bill also requires state agencies to coordinate with the Council's Community Assistance for Climate Equity Program to assist communities in applying for and accessing federal funds, and to submit reports on the expenditure of federal funds and the success in meeting the requirements of the bill.
