The bill defines "failure to maintain" to include issues like excessive foliage, allowing trespassers, or creating public nuisances like mosquito breeding grounds, and specifies that collected fines will fund local nuisance abatement programs, while preventing governmental entities from fining owners under both this section and a local ordinance, and noting that these provisions do not override local ordinances and are in addition to other legal remedies.
