This bill imposes liability on commercial entities that knowingly and intentionally publish or distribute obscene material, child pornography, or material harmful to minors on the internet or other electronic media. It requires these entities to provide internet and cellular service subscribers the opportunity to request that access to such material be blocked, and to block access upon such request without charge. The bill also authorizes the Attorney General to seek injunctive and other relief against non-compliant entities, and directs the Attorney General to develop and publish guidance or regulations to assist commercial entities in complying with the provisions of the act. The bill defines key terms and provides liability provisions, exemptions, and an effective date.
