This Joint Resolution establishes the Commission on Pay Equity for Tennesseans to address wage discrimination, which is defined as disparities in earnings based on factors like sex, race, and age, and acknowledges that federal laws like the Equal Pay Act of 1963 and Title VII of the Civil Rights Act of 1964 have not fully resolved these issues, as evidenced by data showing significant pay gaps for women and minority groups compared to men. The commission, composed of six non-legislative members representing diverse backgrounds and appointed by the Speakers of the House and Senate, along with two ex-officio legislative members, will examine economic and workforce trends, research data from various credible sources, and develop policy and practice recommendations to reduce wage discrimination in Tennessee. The commission is mandated to be inclusive, base its recommendations on evidence-based research, and report its findings and any proposed legislation to the Governor and the General Assembly by February 1, 2013, at which point it will dissolve.
