This bill creates the Regulations from the Executive in Need of Scrutiny (REINS) Act of 2025, which establishes a new process for reviewing and approving administrative rules in Oklahoma. The bill defines a "major rule" as any administrative rule that is expected to result in $1 million or more in implementation and compliance costs over five years. State agencies will now be required to provide a detailed economic impact analysis for major rules, including costs to businesses, local governments, and individuals, and must consult with potentially affected parties during the rule-making process. A new Legislative Economic Analysis Unit (LEAU) will be created within the Legislative Office of Fiscal Transparency to independently review these economic impact analyses within 21 days of rule submission, assess the rule's potential costs, and report to legislative committees. Critically, the bill stipulates that major rules cannot take effect unless specifically approved by a joint resolution receiving a constitutional majority in both chambers of the Oklahoma Legislature. The LEAU will also be responsible for making its analyses publicly available and submitting an annual report detailing the impact of its work, including potential regulatory reductions and cost savings.
