This bill amends Oklahoma's bail laws by expanding the list of offenses for which bail will not be allowed after a conviction on appeal. The bill adds two new categories to the existing list of no-bail offenses: "Abuse against an intimate partner" (as defined in Section 60.1 of the state's legal code) and "Abuse of a child". The existing list of offenses that already prohibit bail on appeal includes serious crimes such as murder, kidnapping, robbery with a dangerous weapon, rape, arson, shooting with intent to kill, sexual offenses, drug trafficking, and felonies involving weapons. The bill retains the existing provision that for other felony cases not specifically listed, the granting of bail remains at the court's discretion, but now requires the trial court to state a specific reason for granting bail. The amendments to Section 1077 of Title 22 of Oklahoma Statutes will become effective on November 1, 2025, potentially changing how bail is handled for certain criminal convictions in the state.
