This bill extends the prohibition on students using cell phones and personal electronic devices, defined as any device that can connect to the internet or a cellular network, on public school campuses during instructional time, referred to as "bell to bell" (from the start of the school day to the end). Previously, school districts had the option to implement this policy starting in the 2026-2027 school year, but this bill removes that option and mandates that all school district boards of education must adopt such a policy for the 2025-2026 school year and every year after. The bill also specifies that exceptions to this ban may be made for emergencies or for students using devices to monitor health issues, and it includes an emergency clause to make the law effective immediately upon passage and approval.
