This bill establishes the Nonchartered Educational Savings Account Program, which will begin operating for the 2026-2027 school year. The program allows parents of students in nonchartered nonpublic schools to receive an educational savings account to purchase educational goods and services. The treasurer of state will administer the program with assistance from the department of education and workforce. Parents can apply for an account and use the funds for tuition and fees at participating schools, as well as for curriculum, textbooks, instructional materials, and supplies. The scholarship amount will be calculated based on the family's adjusted gross income, with those at or below 450% of the federal poverty guidelines receiving a base amount. The bill includes provisions for application procedures, fund usage, auditing, and oversight, including a complaint system and due process procedures. Participating schools must maintain certain records and have a physical location in the state. The bill also modifies the existing tuition tax credit to exclude expenses paid through these educational savings accounts, and includes an appropriation of $51 million for foundation funding in fiscal year 2027.
