This bill mandates that by July 31, 2028, and annually thereafter, all institutions within the Oklahoma State System of Higher Education must report detailed information on their full-time and part-time faculty, tenured faculty, and graduate assistants to the Oklahoma State Regents for Higher Education, who will then compile and submit this data to state leadership by September 1 of each year. Crucially, beginning January 1, 2027, the governing boards of several institutions, including the University of Oklahoma, Cameron University, Rogers State University, Murray State College, Oklahoma State University, Connors State College, Northeastern Oklahoma Agricultural and Mechanical College, Panhandle State University, Langston University, the Regional University System of Oklahoma institutions, Oklahoma College of Liberal Arts, Northern Oklahoma College, Tulsa Community College, Western Oklahoma State College, Redlands Community College, Carl Albert State College, Seminole State College, Rose State College, and Oklahoma City Community College, will be prohibited from establishing new tenure plans for employees hired on or after that date, and any new employee contracts will be limited to a maximum of five years.
