This bill, known as the Rubberized Asphalt Concrete Market Development Act, aims to promote tire recycling by establishing a grant program. The program, administered by the department under the existing tire recycling program, will provide funding to cities, counties, and other local government agencies for public works projects that incorporate rubberized asphalt concrete, which is asphalt mixed with recycled tire rubber. Grants will also be available to state and local government agencies, including regional park districts, for disability access projects at parks and bikeways that use this material. Generally, grants will be awarded at a rate of two dollars for every 12 pounds of crumb rubber used in these projects, though the department has the flexibility to adjust this amount if it better serves the program's goals. This section of the law is set to expire on June 30, 2019, and be repealed on January 1, 2020, unless extended by future legislation.
