This bill, known as the "Transparency in Government Act," mandates the creation of a single, publicly accessible, and searchable website by the State Treasurer, in collaboration with the Chief Technology Officer, to display comprehensive data on state finances. This website, which must be operational by July 1, 2009, will include detailed information on annual state agency expenditures, such as disbursements, bond debt services, employee compensation, and contractual purchases, as well as annual state revenues, including taxes, agency earnings, and grants. It will also provide data on state bonded indebtedness, including original amounts, terms, repayment sources, and remaining balances. To guide this initiative, a Public Finance Transparency Committee will be established, composed of state officials, legislators, and members of the public, to advise on the website's content and accessibility. The bill also establishes a dedicated "New Jersey Transparency in Government Support Fund" to receive private contributions for the website's development and maintenance, and requires a cost analysis and report on the financial implications of the website.
