This bill requires libraries that offer public internet or computer access to install filtering software on all computers. This software must block or restrict visual content that is obscene, child pornography, or harmful to minors, with an exception allowing medical personnel to disable the filter for bona fide medical research. The bill also updates a section of existing law regarding immunity from civil liability for libraries and their staff, changing the reference to the relevant statute. Importantly, this requirement does not apply to libraries established by community colleges, colleges, universities, or private libraries open to the public.
