This bill allows certain manufacturers of zero emission vehicles (ZEVs), defined as vehicles certified as such by the California Air Resources Board, to sell their vehicles directly to consumers in New Jersey, bypassing traditional franchised dealerships, provided they were licensed by the New Jersey Motor Vehicle Commission on or before January 1, 2014. These manufacturers are permitted to operate up to four direct sales locations in the state and are required to establish and operate at least one retail facility for servicing their ZEVs, including warranty repairs, though this service facility does not need to be one of their direct sales locations. Additionally, all ZEV manufacturers and dealerships must annually report the number of ZEVs sold in the state to the Division of Taxation, which are currently exempt from sales and use tax.
