This bill amends existing Kansas law to expand eligibility for the state medical assistance program, commonly known as Medicaid, by allowing the Department of Health and Environment to apply for a federal Medicaid waiver to create a managed care program called KanCare 2.0. This new program aims to provide health coverage to "newly eligible individuals," defined as adults between 19 and 65 years old with incomes up to 138% of the federal poverty level, who would otherwise be ineligible, while incorporating personal responsibility through cost-sharing and incentives for healthy choices. The bill also makes technical changes to existing statutes regarding medical assistance and repeals the old versions of the amended laws.
