This bill amends North Carolina General Statute (G.S.) 163-166.13(e) to expand the types of photo identification that can be used to vote. Previously, the law listed several acceptable forms of photo ID, such as a driver's license, passport, or military ID, all of which needed to be unexpired. This bill adds three new categories of student identification cards to the list of acceptable photo IDs: those issued by the University of North Carolina or its constituent institutions, those issued by any accredited private college or university in North Carolina, and those issued by a North Carolina community college. These new student IDs, like other acceptable forms of photo ID, must contain a photograph and an expiration date, and must be unexpired at the time of voting, with an exception for voters aged 70 and older who can present an expired ID if it was unexpired on their 70th birthday. The bill also clarifies that the expiration date requirement for existing ID types does not apply to the newly added student IDs, except for those under subdivisions (7a) through (7c) of the statute.
