This bill allows municipalities, counties, and other local government entities to enact reasonable rules and regulations concerning aspects of oil and gas operations like road use, traffic, noise, and odors, as long as these rules don't conflict with state regulations from Title 52 of the Oklahoma Statutes or the Corporation Commission, which is the state agency responsible for overseeing oil and gas activities. Local governments can also set reasonable setbacks and fencing requirements for well sites to protect citizens' health and safety, but they cannot effectively ban or prohibit any oil and gas operations, including exploration, drilling, hydraulic fracturing (often called "fracking"), production, plugging wells, or managing produced water. All other regulations of oil and gas operations remain under the exclusive control of the Corporation Commission, though local entities can enact reasonable rules for floodplains to maintain eligibility for the National Flood Insurance Program.
