This bill aims to restore funding for CalWORKs Stage 3 child care and development services, which are programs designed to support low-income families receiving cash assistance through the California Work Opportunity and Responsibility to Kids (CalWORKs) program by providing subsidized child care. Specifically, the bill intends to provide this funding retroactively from November 1, 2010, through March 31, 2011. It reappropriates existing, unused funds from specific budget items, including $20 million from Schedule (1) and $40 million from Schedule (1.5) of the 2009 Budget Act, to the State Department of Education for these services. These funds are to be used for families who were already receiving CalWORKs Stage 3 child care on or before October 31, 2010, or who would have continued to be eligible after that date. The bill also declares that it is an appropriation for the usual current expenses of the state and will take effect immediately.
