This bill requires that school personnel, including counselors, therapists, social workers, administrators, teachers, or anyone providing counseling, guidance, or instruction, must notify parents or legal guardians at least 24 hours in advance before referring a student under 18 to an outside individual, organization, or entity, or providing them with contact or informational materials related to human sexuality, if that outside party is not directly employed or controlled by the school district. This notification must be made via email, personal phone call, or text message. The bill also specifies an effective date of July 1, 2016, and declares an emergency to allow the act to take effect immediately upon passage and approval.
