This bill requires the Port Authority of New York and New Jersey (port authority) to conduct a noise and land use compatibility survey as outlined under federal aviation regulations and recommend operational and land use measures to improve the compatibility of air terminals with surrounding land uses. The port authority is to submit a report of its findings to the governors and legislatures of each state. The report is to be made public no later than June 1, 2014. In addition, the bill requires the port authority to conduct biennial public hearings regarding aircraft noise issues. These hearings, to be held in Kings, Queens, and Nassau counties in New York and Union and Essex counties in New Jersey, are to be attended by at least one commissioner appointed by each state. The port authority is directed to develop amendments and changes to the report as may be necessary and practicable following the hearings to address public input. The bill will not take effect until the enactment into law of substantially similar legislation by the State of New York.
