This bill makes a supplemental appropriation of $2,700,000 to the Department of Community Affairs to restore funding for the Neighborhood Preservation Program in Fiscal Year 2010. Although the line-item for this program was not included in the Fiscal Year 2009 Appropriations Act, unexpended program balances enabled the department to award funding to 27 municipalities. It is the intent of this supplemental appropriation to provide $100,000 to each of those municipalities in Fiscal Year 2010. Established in 1975, this program provided direct financial and technical assistance to municipalities over a three- to five-year period to conduct activities associated with the preservation of designated neighborhoods within those municipalities. Municipalities that participate in the existing program contain areas that are in the early stages of decline, but have the potential to be rehabilitated and restored through the cultivation of economic, financial, social, and technical resources toward the development and implementation of planned activities.
