This bill would exempt plenary winery licensees, in most cases, from filing requirements with regard to the user fee imposed on retail sellers of litter-generating products. Few wineries would likely be subject to the existing user fee because if sales of the wine do not amount to $500,000 annually, the licensee is already exempt from paying the fee under existing law. This bill would eliminate the return filing requirement for these wineries because the fee is already inapplicable and, therefore, the filing requirement is unnecessary.
