The purpose of this bill is to require the State to pay all of the expenses that a municipality incurs when it holds a nonpartisan municipal election. The expenses would be paid for by the State in a timely manner following the election after the municipality has filed an application for reimbursement with the Secretary of State and it has been approved by the Director of the Division of Budget and Accounting in the Department of the Treasury. Such expenses typically include the cost of publishing the names of the candidates in two newspapers in circulation in the municipality and published in this State, and of printing the many different types of ballots used in connection with an election. The expenses would not include the compensation paid to poll workers, because under current law the State now pays $125 of the $200 that each poll worker receives from a county board of elections for serving on the day of such an election.
