This Concurrent Resolution urges the federal government to enact the "Compassionate Access, Research Expansion, and Respect States Act," commonly known as the CARERS Act, which aims to end the federal prohibition on medical marijuana. The resolution highlights that current federal laws prevent many Americans, including veterans and those with serious illnesses, from accessing what could be a beneficial treatment. The CARERS Act would achieve this by reclassifying marijuana as a Schedule II drug, excluding certain marijuana derivatives like Cannabidiol (CBD) from the federal definition of marijuana, and removing obstacles to scientific research. Crucially, it would allow states to establish their own medical marijuana policies without fear of federal prosecution for patients, doctors, and dispensaries, and would enable Veterans Affairs doctors to prescribe medical marijuana and allow dispensaries access to banking services.
