This bill proposes to add Section 8209.5 to the Education Code, which governs child development programs. The bill mandates that the Superintendent of Public Instruction, working with the Department of Education and other relevant entities, will convene a task force to review existing rules for prioritizing children in state-contracted child development programs. This task force will then report to the Legislature on whether these priorities should be updated to favor children of California National Guard students or other military personnel. Additionally, the bill requires the development of plans for these child development programs to support the children of military personnel during state emergencies when their parents are called to duty. The Child Care and Development Services Act, which this bill aims to enhance, already outlines a comprehensive system of services for children from infancy to 13 years old.
