This bill would expand the programs administered by the Board of Public Utilities (BPU) to include low-interest loans to municipalities for energy efficiency programs and grants to municipalities for innovative energy technologies. The loans and grants would be based upon a priority list of projects identified by municipality, to be prepared by the BPU, in consultation with the Department of Environmental Protection, and submitted to the State Treasurer, and the President of the Senate and the Speaker of the General Assembly for introduction in the Legislature as a concurrent resolution of approval. No loan or grant would be issued or awarded to a municipality unless it is for a project identified on a priority list approved by adoption of a concurrent resolution of both Houses of the Legislature. The Legislature may approve all or part of any such priority list.
