This bill mandates that the Iowa Department of Human Services must provide thirty days' written notice to terminate all contracts with managed care organizations that administer the "Iowa high quality health care initiative," which is a program designed to manage healthcare for Medicaid recipients. The department is also directed to continue exploring other strategies to improve healthcare delivery and payment systems, such as the "healthiest state initiative," the "Iowa health and wellness plan," the "state innovation models initiative" which uses "accountable care organizations" (groups of doctors, hospitals, and other providers who coordinate care for patients), and "integrated health homes" (primary care practices that provide comprehensive, coordinated care). The bill takes effect immediately upon being enacted into law.
