This bill provides that a child under the care, custody, or supervision of the Division of Child Protection and Permanency (DCPP) in the Department of Children and Families, including a child placed in a resource family or kinship care home, may not be home-schooled unless DCPP approves the child's home-schooling. As used in the bill, "kinship care home" means a private residence in which board, lodging, care, and temporary out-of-home placement services are provided to a child by a person who is not the parent of the child but is related to the child through blood, marriage, civil union, domestic partnership, adoption, or is connected to the child or the child's parent by an established positive psychological or emotional relationship.
