This bill establishes the Primary Care Access Program in Idaho to provide primary care management and care coordination for adults aged 19 to 64 whose income is below 100% of the federal poverty level and who are not eligible for Medicaid or other subsidized health insurance. The program aims to improve health outcomes, reduce emergency room visits, and help individuals access community resources for self-reliance. A dedicated fund will be created to support the program, and the State Department of Health and Welfare will administer it, defining eligibility for both participants and providers, which include licensed physicians, physician assistants, nurse practitioners, and clinical nurse specialists. Participants will be assigned to a provider and may be charged a sliding fee based on their income, while providers will receive monthly fees for their services. The program is set to become effective on July 1, 2016, with participant enrollment beginning January 1, 2017, and will be in effect until June 30, 2021.
