This bill modifies existing regulations regarding the placement of oil and gas wells, specifically by increasing the required distance, or "setback," from certain occupied areas. Previously, the law allowed for permits to be issued for wells within 450 feet of a residential building in densely populated cities, with specific conditions for waivers. This bill removes those exceptions and significantly expands the protected areas, requiring that the well pad, which is the area used for drilling and related equipment, be located at least 5,000 feet away from residential buildings, schools, child care facilities, hospitals, and public parks. The bill also clarifies that a "well pad" refers to the space occupied by the necessary equipment for drilling, production, or plugging a well.
