This bill establishes a framework for local alternative transportation improvement programs, particularly focusing on the State Highway Route 710 corridor in Los Angeles County. It amends existing law to ensure that funds generated from the sale of excess state properties, acquired for the now-canceled State Highway Route 710 freeway extension, are deposited into separate accounts for approved local alternative transportation improvement programs. These funds can then be used by local agencies for projects outlined in their approved programs. The bill specifically allows the Los Angeles County Metropolitan Transportation Authority (LACMTA) to develop and file a local alternative transportation improvement program for the State Highway Route 710 Study Area, with the commission having final approval. A significant portion of the proceeds from the sale of these excess properties must be allocated to soundwall construction on State Highway Route 210, and no proceeds can be used for any activities related to advancing subsurface alternatives for the State Highway Route 710 North Gap Closure Project. Furthermore, any approved local alternative transportation improvement program must include provisions for relocation assistance for displaced residents, including lower-income households and others, and a program to provide replacement housing units for low- and moderate-income persons and families, ensuring the number of new units is at least equal to those displaced.
