This bill prohibits the withdrawal of surface water from any river or river segment designated as a natural and scenic river, under Louisiana Revised Statute (R.S.) 56:1847, for the purpose of conducting hydraulic fracturing stimulation, a process used in the exploration or production of hydrocarbons. The secretary of the relevant department is explicitly forbidden from authorizing such withdrawals or entering into any agreements that would permit this use of water from these protected scenic rivers.
