This bill requires airport operators to hold a public hearing in the county affected by flight path changes, prior to the implementation of any airport-wide alterations to the flight paths of commercial airlines operating at any airport operated in this State. The bill also requires the Port Authority of New York and New Jersey (port authority) to hold a public hearing in the county affected by the flight path changes, prior to the implementation of any air terminal-wide alterations to the flight paths of airplanes operating at any air terminal operated by the port authority. Under the bill, airport operators, including the port authority, are required to give notice of the hearing at least 15 days prior to the hearing to the governing body of the county whose residents will be affected and to the clerk of each municipality in the county whose residents will be affected. The notice is to also be posted at least 15 days prior to the hearing in a prominent place on the airport operator's website.
