This bill creates a cidery license that permits the holder to manufacture and sell hard cider to wholesalers, retailers, and consumers in New Jersey and other states. The bill provides that a cidery licensee is entitled to manufacture hard cider in a quantity to be expressed in the license, dependent on the following volume limitations and fees: (1) 50,000 barrels or less annually, $1,250; (2) 100,000 barrels or less annually, $2,500; (3) 200,000 barrels or less annually, $5,000; and (4) 300,000 barrels or less annually, $7,500. Under the provisions of the bill, one barrel is equal to 31 liquid gallons. The bill provides that cidery licensees are permitted to: (1) sell and distribute their products to wholesalers and retailers; (2) sell their products to consumers for consumption on or off the licensed premises; and (3) operate up to 15 salesrooms located apart from the cidery premises. The fee for selling products in a salesroom is $250 for each salesroom. In addition, licensees who have obtained an annual permit from the Director of the Division of Alcoholic Beverage Control may permit the sampling of hard cider produced on the licensed premises. The bill defines "hard cider," consistent with federal law, as a fermented alcoholic beverage derived primarily from apples, pears, apple juice concentrate or pear juice concentrate, and water, which contains no fruit product or fruit flavoring other than apple or pear, and which contains at least 0.5 percent and less than 8.5 percent alcohol by volume.
