This bill provides a supplemental appropriation of $2,565,000 from the General Fund to the Educational Opportunity Fund (EOF) Programs, specifically $1,557,000 for Opportunity Program Grants and $1,008,000 for Supplementary Education Program Grants. The EOF Programs provide students from economically and educationally disadvantaged backgrounds with supplemental financial aid and other support services while attending EOF participating colleges and universities. Opportunity Program Grants are awarded to students during the academic year to assist them in meeting college expenses, such as fees, books, room, board, and transportation, which are not covered by the State's Tuition Aid Grant Program. Supplementary Education Program Grants are provided to public and private institutions to provide various campus outreach and support services, including tutoring, counseling, supplemental instruction, and leadership development. The Governor's FY 2017 Budget recommends a total reduction for the EOF Programs of $2,565,000 or 6.2 percent below the FY 2016 adjusted appropriations. According to evaluation data provided in the Governor's Budget, the total FY 2017 appropriation will support 17,540 grant awards, 222 fewer grant awards than in FY 2016. Therefore, this bill would restore funding for the EOF Programs to be equal to that of FY 2016 adjusted appropriations.
