This bill clarifies that law enforcement agencies are permitted to purchase firearms directly from manufacturers. Specifically, under the provisions of this bill, law enforcement agencies are permitted to purchase firearms for use by law enforcement officers in the actual performance of the officers' official duties directly from a manufacturer or from a licensed dealer. According to the sponsor, the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) recently interpreted a New Jersey regulation (N.J.A.C.13:54-1.3) to mean that law enforcement agencies are only permitted to purchase firearms through a licensed firearms dealer and therefore, are prohibited from purchasing firearms directly from a manufacturer. This bill clarifies that law enforcement agencies are permitted to purchase firearms directly from manufacturers, in addition to licensed dealers.
