This bill requires the seller of a motor vehicle to notify the Motor Vehicle Commission (MVC) of the sale and limits the liability of the seller after the vehicle is sold. Specifically, under the provisions of this bill, when a motor vehicle is sold in this State, the seller is required to notify the MVC, within five days of the sale, that the vehicle was sold. The notification is required to include the date of the sale, the name and address of the seller and the purchaser, and a description of the motor vehicle. In addition, the bill provides that a seller who has sold and delivered possession of a motor vehicle to a purchaser would not be subject to criminal or civil liability arising out of the operation or use of the vehicle, including parking offenses, if the seller has complied with the bill's requirements.
