This bill proposes to expand MO HealthNet (Medicaid) services in Missouri starting January 1, 2018. The key provisions include: 1. Individuals aged 19 to 64 who are not otherwise eligible for MO HealthNet and have income at or below 133% of the federal poverty level plus 5% of the applicable family size will be eligible for MO HealthNet services. 2. The "health benefits service package" to be provided to these newly eligible individuals will be determined by the Department of Social Services to meet the benchmark or benchmark-equivalent coverage requirement under federal law. 3. The reimbursement rates for MO HealthNet providers for services to these newly eligible individuals will be comparable to commercial reimbursement levels, with annual adjustments made by the Department of Social Services. 4. The Department of Social Services must discontinue eligibility for these newly eligible individuals if the federal medical assistance percentage falls below 90% (or a lower percentage deemed necessary to maintain state budget solvency), and the General Assembly votes to discontinue the expansion. 5. The MO HealthNet Oversight Committee is tasked with researching potential health-related savings and revenues associated with the expansion, and investigating the feasibility of implementing cost-sharing, expanding Medicaid coverage for certain services, and enrolling the newly eligible individuals in private health plans.
