This bill allows silver-level non-qualified health benefit plans to be offered outside the Vermont Health Benefit Exchange. The bill amends existing law to enable registered carriers to offer silver-level non-qualified plans that do not include funding to offset the loss of federal cost-sharing reduction payments, in the event that those payments are suspended or discontinued. The bill requires the Green Mountain Care Board to ensure that the rates for the silver-level qualified plans offered through the Exchange include funding to offset the loss of the federal payments, while the rates for the reflective silver plans do not include such funding. The reflective silver plans are required to comply with certain requirements, except that they cannot be offered through the Exchange.
