This bill establishes districting principles for legislative and congressional plans in Minnesota. It requires the legislature, not a commission, to draw the districts, and sets guidelines such as nesting representative districts within senate districts, substantially equal population for legislative districts, and contiguous and compact districts. The bill also prohibits the dilution of minority voting strength, limits the division of minor civil divisions, and requires the preservation of communities of interest. The principles are listed in order of priority, except where doing so would violate federal or state law. The bill takes effect immediately and applies to any plans enacted or established on or after that date.
