This bill increases cigarette and tobacco taxes in Nebraska and provides for the distribution of the resulting funds. Specifically, it raises the tax on cigarettes from $0.64 to $2.14 per package and the tax on other tobacco products from 20% to 65% of the purchase price. The additional revenue will be used to fund various programs, including state aid for local public health departments, the University of Nebraska Medical Center's College of Public Health, community health centers, the Tobacco Prevention and Control Program, biomedical research, behavioral health services provider rate stabilization, and a paid-family-medical-leave program, among others. The bill also creates the Behavioral Health Provider Rate Stabilization Fund to support reimbursement for behavioral health services providers.
