This bill limits the authority of the Washington State Health Care Authority (the authority) to seek Medicaid waivers. Specifically, it prohibits the authority from pursuing federal waivers that obligate the state to future spending, create entitlements, or expand the scope of government without legislative authorization. Additionally, the bill repeals a section of the existing law that allowed the authority to request a Section 1115 Medicaid demonstration waiver, which can be used to test new approaches to providing Medicaid coverage and services.
