This bill amends Title 29 (Federal Relations) of the Pennsylvania Consolidated Statutes to provide for immigration preemption and cooperation. The key provisions are: 1. It prohibits municipalities from adopting or enforcing policies that limit law enforcement agencies, officers, or other officials from enforcing immigration laws, such as complying with federal detainer requests, assisting federal immigration agencies, or inquiring about immigration status. 2. It allows individuals adversely affected by such municipal policies to file for declaratory or injunctive relief, and if successful, the court must award them reasonable expenses, actual damages, and significant liquidated damages that will be deposited into an "Immigration Cooperation Fund" to provide grants to law enforcement agencies for cooperating with federal immigration enforcement. 3. It requires law enforcement agencies and municipalities to comply with and provide information requested in federal immigration detainer requests, with an exception for individuals who can prove they are U.S. citizens or have lawful immigration status. 4. It provides for the state Attorney General to defend law enforcement agencies and municipalities from civil actions arising from their good faith compliance with the law's cooperation requirements.
