This bill creates a new section of the Utah criminal code to prohibit the harassment of livestock. It defines "livestock" and "unmanned aircraft system", and makes it a crime for a person to intentionally, knowingly, or recklessly chase or harm livestock using a motorized vehicle, dog, or unmanned aircraft system, with the intent of causing distress. However, the bill provides several exceptions, such as when the person is the owner of the livestock, acting in an emergency, or following generally accepted animal husbandry practices. Violations can result in either a class B or class A misdemeanor, depending on factors like whether the livestock was seriously injured or killed, or if the person has a prior conviction.
