AI Summary

This bill permits the Port of Hood River to enter into agreements with private entities for bridge projects that span the Columbia River to Washington state. The agreements must specify various terms, including responsibilities, cost-sharing, and toll and fee structures. The bill exempts these agreements from most public contracting laws, except for certain requirements related to prevailing wage and public use of the bridge. The port must adopt rules consistent with the state's Innovative Partnerships Program and consider various factors when evaluating proposals, selecting the one that provides the best overall public value. The port or a designated entity may establish and collect tolls, fees, and penalties related to the bridge, with the Department of Transportation assisting in toll collection and enforcement. The port may also sell or transfer ownership of the bridge under certain conditions.
