This bill appropriates $32.5 million to the State Agriculture Development Committee (SADC) for the purpose of providing planning incentive grants to counties for up to 80% of the cost of acquisition of development easements on farmland for farmland preservation purposes. This funding is from constitutionally dedicated corporation business tax revenues in the "Preserve New Jersey Farmland Preservation Fund," established pursuant to section 8 of the "Preserve New Jersey Act," P.L.2016, c.12 (C.13:8C-50), and from the unexpended balances in the Diesel Risk Mitigation Fund - Constitutional Dedication account made available for this purpose pursuant to the provisions of P.L.2016, c.10 (i.e., the FY2017 annual appropriations act). Thirteen counties will each receive a "base grant" of either $500,000 or $1 million, as specified in the bill. Those 13 counties, plus Atlantic, Camden, Cape May, Ocean, and Passaic counties, would also be eligible to compete to receive an additional grant from the "competitive grant fund" pursuant to subsection c. of section 1 of the bill, in an amount not to exceed $5 million. Thus, the maximum grant award a county could receive under the bill is $6 million (i.e., a $1 million base grant and a $5 million competitive grant). The allocations and projects listed in this bill have been approved by the SADC and the Garden State Preservation Trust.
