This bill requires the Commissioner of Human Services, in cooperation with the Commissioner of Health, to implement a bundled payment system for perinatal (pregnancy and childbirth) services under Medical Assistance (Medicaid) and MinnesotaCare. The bundled payment system will cover standard perinatal services during pregnancy, labor, birth, a 60-day postpartum period for the mother, and the first year of newborn care. The bill also establishes a risk pool fund to cover high-risk pregnancies and newborns, and requires accountable entities (providers, health systems, managed care plans, etc.) to report on quality and cost measures. The bill appropriates funding to the Commissioner of Human Services to implement these provisions.
