AI Summary

This bill repeals numerous sections of Missouri law related to abortion and enacts four new sections instead. The key provisions are: 1. This bill makes it a crime for any person in Missouri to perform, procure, or attempt to perform an abortion, punishable as first-degree murder. 2. It repeals the state's certificate of need program, which previously required healthcare facilities performing certain abortion services to obtain approval. 3. It creates a new criminal offense called "infanticide" for causing the death of a living infant with the purpose to cause said death when the infant is partially born or born. 4. This bill also repeals various other provisions related to informed consent, reporting requirements, and protections for health care providers who refuse to participate in abortions, among other changes to Missouri's abortion laws.
