This Resolution establishes a special five-member legislative commission, composed of members of the House of Representatives, to study and propose procedures for regulating and licensing geoengineering, which refers to the intentional manipulation of the Earth's global environment. The commission is tasked with examining various geoengineering technologies, including solar radiation management, ground and atmosphere-based deployments, cloud modification, space sunshades, artificial ionospheres, ocean fertilization, and aircraft-based activities. The commission, appointed by the Speaker of the House, will operate without compensation and is to report its findings and recommendations by April 2, 2018, before expiring on June 2, 2018.
